== WEBSKINS CHARTER v. 2006/08/22 ==

= I. INTRODUCTION =

A. Webskins is a non profit organization, run by fans for fans.

B. Its end goal is to promote the best interests of Redskins fans as a whole, primarily through the medium of the internet.

= II. STRUCTURE =

A. Webskins will be run by a Board of Officers, or Boss Hogs. Boss Hogs are considered members of Webskins as well.

1. Bylaw: The current board will consist of four members:

a) Mailing list Hog
b) Outreach Hog
c) Webpage Hog
d) Stat Hog

2. Bylaw: In addition, the board may by two-thirds vote appoint or remove Advisory Hogs, who will not be entitled to vote in Webskins policy, but may lend their advice on any such policy.

3. Bylaw: A Moderator may be appointed in order to help administer elections and the Bylaws and to help resolve disputes. Such moderator should be a disinterested third party and agreed to by all involved parties.

B. Generally, a great deal of latitude will be given by other Boss Hogs to a Boss Hog in his or her area of specialty.

1. Bylaw: This includes the ability to appoint Assistant Administrators to aid them in their work.

C. Boss Hogs must seek to promote the best interests of Redskins fans as a whole, according to Section IB of this charter, and the best interests of the Webskins organization.

D. The Boss Hogs will be elected by popular vote once per year

1. Bylaw: Challenger rule: Incumbent will retain their office unless a challenger seeks their position during elections, they resign, or their are removed through impeachment

2. Bylaw: When a popular vote is not possible between more than one candidate, a vote of approval may be necessary

3. Bylaw: Elections will be held at the end of each season.

E. Boss Hogs can be removed from office if they should prove themselves unable or unwilling to perform their duties

= III. RIGHTS =
A. Webskins members owe to each other a basic level of civility

B. Webskins does not seek to monitor the private opinions or email of its members.

C. In terms of public activity, Webskins assures the ability of everyone to speak freely and be heard as long as they are not restricting the ability of others to speak freely and be heard as well. Such a restriction occurs in the case of offtopic posts which clearly and presently disrupt the flow of conversation. Posts can be divided into four different levels (I-IV):

1. Level I - Strictly prohibited: This category of post should never appear on Webskins, and are always offtopic. Truly racist or sexist posts are always strictly prohibited.

a) Bylaw: Public flame wars and profanity are generally considered Strictly Prohibited.

2. Level II - Unrelated: This category of post should be allowed only if merely incidental, but is offtopic in most cases, especially in the cases of active solicitation or debate.

a) Bylaw: Commercial advertisements which are not related to the NFL, Redskins, or the administration of Webskins will be generally considered Unrelated.
b) Bylaw: Posts on religious or political perspectives will be generally considered Unrelated.
c) Bylaw: Posts on other sports or collegiate teams which are not related to the NFL, Redskins, or the administration of Webskins will be generally considered Unrelated.

3. Level III - Links Allowed: This category of post is allowed to actively solicit, but solicitation beyond the level of links or contact information is considered offtopic.

a) Bylaw: Commercial advertisements which are reasonably related to the NFL, Redskins, or the administration of Webskins are generally considered Links Allowed.

4. Level IV - On Topic: This category of post is permitted. Non commercial posts which are reasonably related to the NFL, Redskins, or the administration of Webskins will be generally considered On Topic.

D. Fans of other teams, and administrators of other Redskins internet resources have the right to participate in Webskins’ services, as long as they follow the same rules as any other member.

= IV. MISCELLANEOUS =
A. The charter and bylaws should strive to be simple, efficient and fair.

B. Bylaws are a matter of policy and can be changed by a Boss Hog with proper authority.

1. Bylaw (What constitutes proper authority): If a bylaw relates to an area of specialty, a single Boss Hog can change the bylaw, in accordance with Section IIB of this Charter. If the bylaw affects more than one Boss Hog’s area of specialty, or there is strong disagreement from more than one other Boss Hog, then approval is required by a majority of the board. A bylaw cannot violate the duties of Webskins or those of a Boss Hog.

C. The charter can be changed only by the majority of Boss Hogs and a popular vote.

2. Bylaw: In the case of a tie during a board vote, a popular vote is required, unless one Boss Hog is willing to either change or abstain his or her vote.
